Makefile.in (FLAGS_TO_PASS): renamed to LIBADA_FLAGS_TO_PASS to avoid conflicts.

* Makefile.in (FLAGS_TO_PASS): renamed to LIBADA_FLAGS_TO_PASS to
avoid conflicts. Factor more flags to pass.
(libsubdir): New variable.
(install-gnatlib): New target.
