[Ada] Add fallback on Integer_Arithmetic

* libgnat/s-aoinar.adb (Atomic_Fetch_And_Add,
Atomic_Fetch_And_Subtract): Add fallback using
compare-and-exchange, in case the integer type does not map to a
machine type.
