Add fstdarg-opt

* common.opt (fstdarg-opt): New option.
* tree-stdarg.c (pass_stdarg::gate): Use flag_stdarg_opt.
* doc/invoke.texi (@item Optimization Options): Add -fstdarg-opt.
(@item -fstdarg-opt): New item.
