Finish incomplete change started by Kenner.

	* configure.in (*-*-linux-gnu*): Delete NO_STAB_H from xm_defines.
	(powerpcle-*-cygwin32): Delete xm_defines.
	* final.c, mips-tfile.c, xcoffout.c, config/mips/mips.c: Use
	HAVE_STAB_H instead of NO_STAB_H.
	* config/xm-linux.h (NO_STAB_H): Delete.
	(HAVE_STAB_H): Undefine.
	* config/i386/xm-go32.h (NO_STAB_H): Delete.
