Disallow negative steps in vectorizer.

(vect_create_data_ref_ptr): Disallow negative steps. * tree-vect-stmts.c (vectorizable_store): Allow negative steps. (perm_mask_for_reverse): Removed. (reverse_vec_elements): Likewise.
