c-parse.in (parmlist_or_identifiers): Add maybe_attribute.

* c-parse.in (parmlist_or_identifiers): Add maybe_attribute.
(parmlist_or_identifiers_1): Verify that only a parmlist follows
an attribute.
* gcc.dg/20020115-1.c: New.
