Makefile.in (deduced.h): Only run scan-types if $(SYSTEM_HEADER_DIR) exists.
* Makefile.in (deduced.h): Only run scan-types if $(SYSTEM_HEADER_DIR)
exists.
* cross-make (SYSTEM_HEADER_DIR): Now $(tooldir)/sys-include.
Bring over from Cygnus sources.
