configure.in: Delete three unused variables.

	* configure.in: Delete three unused variables.  Move a variable
	definition closer to its use.  Simplify use_collect2 logic.  Start to
	organize.  Simplify tests for in-tree gas and ld.
	* configure: Regenerate.
