Add -mflip-thumb for testing.

* config/arm/arm.c (add_attribute, arm_insert_attributes): New functions
(TARGET_INSERT_ATTRIBUTES): Define.
(thumb_flipper): New var.
* config/arm/arm.opt (-mflip-thumb): New switch.
