aarch64: Add new +wfxt flag
GCC does not currently emit the wfet or wfit instructions, so this
primarily affects the flags passed through to the assembler.
gcc/ChangeLog:
* config/aarch64/aarch64-arches.def (V8_7A): Add WFXT.
* config/aarch64/aarch64-option-extensions.def (WFXT): New flag.
