ada: Enable Support_Atomic_Primitives on QNX and RTEMS
QNX and RTEMS support 64-bit atomic primitives.
gcc/ada/
* libgnat/system-qnx-arm.ads: Set Support_Atomic_Primitives to
True.
* libgnat/system-rtems.ads: Add Support_Atomic_Primitives.
