Improve warning suppression for inlined functions.
Resolves:
PR middle-end/98871 - Cannot silence -Wmaybe-uninitialized at declaration site
PR middle-end/98512 - #pragma GCC diagnostic ignored ineffective in conjunction with alias attribute
