[PATCH][testsuite] Fix TORTURE_OPTIONS overriding
gcc/testsuite/
* lib/c-torture.exp: Don't call check_effective_target_lto
before setting up environment correctly.
* lib/gcc-dg.exp: Likewise, and protect
gcc_force_conventional_output.
