Fix (fcopysign x, NEGATIVE_CONST) -> (fneg (fabs x)) simplification [PR112483]
(fcopysign x, NEGATIVE_CONST) can be simplified to (fneg (fabs x)), but
a logic error in the code caused it mistakenly simplified to (fneg x)
instead.
