testsuite: Add 'only_for_offload_target' wrapper for 'scan-offload-tree-dump' etc.
This allows restricting scans to one specific offload target only.

'only_for_offload_target' wrapper.
gcc/testsuite/
* lib/scanoffload.exp (only_for_offload_target): New 'proc'.
