invoke.texi: In the MIPS options section...
* doc/invoke.texi: In the MIPS options section, remove the passage
saying that -mexplicit-relocs is usually disabled for -mabicalls
-fno-unit-at-a-time.
* config/mips/mips.c (override_options): Remove the code that enforced
this rule.
