Add support for SUBTARGET_OVERRIDE_OPTIONS on aarch64
* config/aarch64/aarch64.c (aarch64_override_options): Once arch,
cpu and tune were validated, insert SUBTARGET_OVERRIDE_OPTIONS if
defined.
