IBM Z: Rename mode attr tointvec to TOINTVEC
Just a preparation to add a lower-case tointvec.
gcc/ChangeLog:
* config/s390/vector.md: Rename tointvec to TOINTVEC.
* config/s390/vx-builtins.md: Likewise.
