gcc: xtensa: delegitimize UNSPEC_PLT
This fixes 'non-delegitimized UNSPEC 3 found in variable location' notes
issued when building libraries which interferes with running tests.

function.
(TARGET_DELEGITIMIZE_ADDRESS): New macro.
