gansidecl.h (PROTO, [...]): Delete macros.
* gansidecl.h (PROTO, VPROTO, PVPROTO): Delete macros.
* sbitmap.h (sbitmap_first_set_bit, sbitmap_last_set_bit):
PROTO -> PARAMS.
