Testuite: Document environment setting directives
This document some of the existing DejaGnu directives to modify
environment variables before test or compiler invocations.
gcc/ChangeLog:
* doc/sourcebuild.texi (dg-set-compiler-env-var,
dg-set-target-env-var): Document.
