rtl.c (read_rtx): Fall back on homebrew atoll if HOST_WIDE_INT is large...
* rtl.c (read_rtx): Fall back on homebrew atoll if HOST_WIDE_INT
is large, and the system doesn't provide atoll or atoq.
(atoll): New.
* alpha/xm-vms.h (HAVE_ATOLL): Define.
