neon.ml (vectype): Add T_floatSF.

* config/arm/neon.ml (vectype): Add T_floatSF.
(string_of_vectype): Ditto.
* config/arm/neon-gen.ml (signed_ctype): Add T_floatSF.
(deftypes): Use float for float32_t.
* config/arm/arm_neon.h: Regenerate.
