* bindgen.adb:
(Gen_Exception_Table_Ada): Write "begin" and then return if Num
exceptions equals 0.
(Gen_Exception_Table_C): Return if Num exceptions equals 0.
Fixes PIWG E tests (which have to be run with -gnatL).
