Remove gccbug

* gccbug.in: Remove.
* Makefile.in (GCCBUG_INSTALL_NAME, gccbug): Remove
(doc, distclean, install-common): Remove reference to gccbug.
* configure: Regenerate.
* configure.ac (all_outputs): Remove gccbug.
* doc/configfiles.texi: Remove references to gccbug.
* doc/sourcebuild.texi: Dito.
