texi2pod.pl: Restructure for comprehensibility, add comments.
* texi2pod.pl: Restructure for comprehensibility, add
comments. Merge handling of @ignore and @ifxxx. Handle a
whole bunch more Texinfo commands. Use consistent formatting
style.
