Make-lang.in: Invoke gperf with -L C++.

* Make-lang.in: Invoke gperf with -L C++.
* cfns.gperf: Remove prototypes for hash and libc_name_p
inlines.
* cfns.h: Regenerated.
* except.c (nothrow_libfn_p): Adjust.
