configure.in: Add --enable-cpplib option which uses cpplib for cpp...

        * configure.in: Add --enable-cpplib option which uses cpplib
        for cpp, but doesn't link cpplib into cc1.  Make help text
        capitalization consistent.
        * configure: Rebuilt.
