find_first_parameter_load returns an rtx_insn

* rtl.h (find_first_parameter_load): Strengthen return type from
rtx to rtx_insn *.
* rtlanal.c (find_first_parameter_load): Strengthen return type
from rtx to rtx_insn *. Add checked cast for now, to postpone
strengthening the params.
