The isascii check is needed by system.h.
* configure.in (AC_CHECK_FUNCS): Add isascii.
(GCC_NEED_DECLARATIONS): Add atof.
* system.h: Provide prototypes for abort, atof, atol and sbrk here.
* rtl.c, rtl.h, toplev.c, tree.h: Not here.
