c-decl.c (duplicate_decls): If `warn_traditional'...
* c-decl.c (duplicate_decls): If `warn_traditional', warn when
a non-static function declaration follows a static one.
* invoke.texi (-Wtraditional): Document the extra check now done
by this flag.
