hppa: Install __sync libfuncs for linux.
* config/pa/pa-linux.h (TARGET_SYNC_LIBCALL): New.
* config/pa/pa.h (TARGET_SYNC_LIBCALL): New default.
* config/pa/pa.c (pa_init_libfuncs): Use init_sync_libfuncs.
