* configure.in: Substitute TOPLEVEL_CONFIGURE_ARGUMENTS.
* Makefile.tpl: Pass TOPLEVEL_CONFIGURE_ARGUMENTS to gcc.
* Makefile.in: Regenerate.
* configure: Regenerate.
