configure.ac (mpfr): Remove pre-3.1.0 mpfr compatibility code.

* configure.ac (mpfr): Remove pre-3.1.0 mpfr compatibility code.
* configure: Regenerated.
* Makefile.def (gmp): Explicitly disable assembler.
(mpfr): Adjust lib_path.
(mpc): Likewise.
* Makefile.in: Regenerated.
