cloog.m4 (CLOOG_REQUESTED): Use $2 if --without-cloog.
* config/cloog.m4 (CLOOG_REQUESTED): Use $2 if --without-cloog.
* configure.ac: If with_ppl is no, move setting with_cloog=no
after CLOOG_REQUESTED check.
* configure: Regenerated.
