libstdc++: Fix incorrect function call in -ffast-math optimization

libstdc++-v3/ChangeLog:
* include/experimental/bits/simd_math.h (__hypot): Bitcasting
between scalars requires the __bit_cast helper function instead
of simd_bit_cast.
