* recog.c (constrain_operands): Prefer exact match over reloadable
EXTRA_MEMORY_CONSTRAINT or EXTRA_ADDRESS_CONSTRAINT.
* reload.c (find_reloads): Always reload EXTRA_ADDRESS_CONSTRAINT
operands in Pmode.
