cse.c (notreg_cost): New argument outer.
* cse.c (notreg_cost): New argument outer. (COST): Pass in SET to notreg_cost (COST_IN): New. (fold_rtx): Use COST_IN. Prefer constants when costs are the same. From-SVN: r36671
