doloop.c (doloop_modify): Prevent delete_insn() from deleting too much.

* doloop.c (doloop_modify): Prevent delete_insn() from
deleting too much. Prefer loop->top over loop->start as
target for the new JUMP insn.
(doloop_valid_p): Ignore loop with exit_count != 0.
