libgomp/plugin/plugin-gcn.c: Use -foffload-options= in err msg
While -foffload=-<flag> works (never documented legacy feature),
the documented way is to use -foffload-options=.
libgomp/ChangeLog:
* plugin/plugin-gcn.c (isa_matches_agent): Suggest -foffload-options.
