regclass.c (init_reg_autoinc): New function.

        * regclass.c (init_reg_autoinc): New function.
        (regclass): Move initialization of forbidden_inc_dec_class from
        here...
        (init_regs): to here.  Avoids reinitialization for each function,
        saving compilation time.
