[Ada] Remove Is_Available function
2019-12-13 Bob Duff <duff@adacore.com> gcc/ada/ * exp_attr.adb (Is_Available): Remove this function, and replace all calls with RTE_Available. RTE_Available will return True if "not Configurable_Run_Time_Mode". Remove the "???" comment. From-SVN: r279350
