libstdc++: Add GDB printer for std::integral_constant

libstdc++-v3/ChangeLog:

	* python/libstdcxx/v6/printers.py (StdIntegralConstantPrinter):
	Add printer for std::integral_constant.
	* testsuite/libstdc++-prettyprinters/cxx11.cc: Test it.
