rust: Implement TARGET_RUST_OS_INFO for *-*-vxworks*
gcc/ChangeLog: * config.gcc (*-*-vxworks*): Set rust_target_objs and target_has_targetrustm. * config/t-vxworks (vxworks-rust.o): New rule. * config/vxworks-rust.cc: New file.
