[Ada] GNAT UGN: refresh doc on installing from the cmd line on Windows

* doc/gnat_ugn/platform_specific_information.rst: Refresh doc on
installing from the command line on Windows. Remove obsolete
part.
* gnat_ugn.texi: Regenerate.
