(TARGET_NO_FP_IN_TOC): New; deleted TARGET_FP_IN_TOC.
(TARGET_SWITCHES): Rearrange to have three TOC choices.
(ASM_OUTPUT_SPECIAL_POOL_ENTRY): Use TARGET_NO_FP_IN_TOC.
