libctf: open: fix import of BTF children into BTF parentsusers/nalcock/road-to-ctfv4
These dicts do not have a cth_parent_strlen (so we have to set it), and may
or may not have a single provisional string for the void type (so we need to
allow for that when deciding whether to refuse to import on the grounds that
strings have been added since the dict was opened).
