* Makefile.in: Changes to build testsuite correctly.
(FLAGS_TO_PASS): Added CXX and CXXFLAGS.
(CC_FOR_TARGET, CXX, CXX_FOR_TARGET): New variables.
(TARGET_FLAGS_TO_PASS): New variable.
(SUBDIRS): Added testsuite.
(all): Build testsuite using TARGET_FLAGS_TO_PASS, so that
testsuite is compiled with CC_FOR_TARGET rather than CC.
