opcodes: aarch64: allow FLAGS in CPA_INSN, CPA_SVE_INSNC
[New in V2] Some of these instructions will need to now specify the (upcoming) applicable flags - F_ARITH_ADD, F_ARITH_SUB. Add new arg to these macros to facilitate the upcoming change. opcodes/ * aarch64-tbl.h (CPA_INSN): Add new argument. (CPA_SVE_INSNC): Likewise.
