There was for long time no activity in the 4xx area.
We need to go further and convert to Kconfig, but it
turned out, nobody is interested anymore in 4xx,
so remove it.

Create a Kconfig entry for DISPLAY_BOARDINFO and make it be the default
in certain architectures. Migrate all config files.

In preparation of some new Liebherr boards to be added soon, a new
"liebherr" vendor directory gets created, and the "lwmon5" board
directory is moved into this new vendor directory.
